There is so much technology around now, and so much advancement that no one could ever be expert in it all, and even if they did a university degree in it, their knowledge would be obsolete within months of them obtaining such a hard-worked for degree. Of course, no one would ever get that degree, because how quickly it would become obsolete (rate of technological advancement) would need to be one of the core modules.

Thus, the best anyone can hope for is technological aptitude; the ability to learn how to use practically any gadget or piece of technology very quickly, and usually without having to read the manual (at first anyway).
